Every system holding a copy of that person defines the word differently, and nobody coordinated. The disagreement between those definitions is where the money goes.

What ages a website out is not the design
One organization's own tender explains why its site was rebuilt: it had no active maintenance partner, and therefore needed a full rebuild. The design was not the reason. A rebuild closes the gap that opens underneath a site, and it does not change why the gap opens.
